Drug and Alcohol Tender

The Public Health Agency (PHA) wishes to tender for the following four services. These social care initiatives are Part B Services which means that the Public Contracts Regulations only apply in part.

These contracts will run for three years from the 1 April 2015 to 31 March 2018 with a possible further 2 x 12 months extension until 31 March 2020.

Select the ‘Invitation to Tender’ and then click on ‘Express Interest’. You will then be able to download the tender pack.

The closing date for the submission of completed tender responses and accompanying information is 3pm on Monday 15 December 2014 and should be uploaded to eSourcing NI using the ITT Link.

 

1. Therapeutic Services for Children, Young People and Families  Affected by Parental Substance Misuse (ITT_26060) 

This Service is to be delivered in community settings to young people aged 11-25 years, across Northern Ireland. The total value of the Contracts will be £816,777 per annum. If additional funds are made available there could potentially be up to 50% added to the contracts on an in-year basis. 

The Tender is divided into four separate Lots: Lot 1: Belfast and South Eastern HSCT Areas; Lot 2: Northern HSCT Area; Lot 3: Southern HSCT Area; Lot 4: Western HSCT Area. The PHA intends to award one contract in each of the four Lots.

2. Tender for the Provision of Support, Care, Facilitation and Harm Reduction Services for People who are misusing Substances (Low Threshold Services) (ITT_26061)

This Service is to be delivered in community settings to adults, across Northern Ireland. The total value of the Contracts will be £910,000 per annum. If additional funds are made available there could potentially be up to 50% added to the contracts on an in-year basis. 

 The Tender is divided into five separate Lots: Lot 1: Belfast HSCT Area; Lot 2: South Eastern HSCT Area; Lot 3: Northern HSCT Area; Lot 4: Southern HSCT Area; Lot 5: Western HSCT Area. The PHA intends to award one contract in each of the five Lots.

 

3. Community-Based Early Intervention Services for Adults and Family Members Affected by Substance Misuse (ITT_26062)

 This Service is to be delivered in community settings to adults and their families, across Northern Ireland. The total value of the Contracts will be £551,208 per annum. If additional funds are made available there could potentially be up to 50% added to the contracts on an in-year basis. 

The Tender is divided into four separate Lots:Lot 1: Belfast HSCT Area; Lot 2: South Eastern HSCT Area; Lot 3: Northern HSCT Area; Lot 4: Western HSCT Area. The service in the Southern area is being directly commissioned with the SHSCT. The PHA intends to award one contract in each of the four Lots.

 

4.Tender for Community-Based Services for Young People who are identified as having Substance Misuse difficulties (ITT_26063)

 This Service is to be delivered in community settings to children and young people aged 11-25 years, across Northern Ireland. The total value of the Contracts will be £924,274 per annum. If additional funds are made available there could potentially be up to 50% added to the contracts on an in-year basis. 

 The Tender is divided into four separate Lots: Lot 1: Western Health Social Care Trust Area; Lot 2: Northern Health Social Care Trust Area; Lot 3: Southern Health Social Care Trust Area; Lot 4: Belfast and South Eastern Health Social Care Trust Areas. The PHA intends to award one contract in each of the four Lots.

 

 The PHA is keen to create additional benefits derived from the procurement of these services, therefore a number of Performance Indicators and Social Clauses are attached to these contracts. For further details please refer to the tender pack.
